Purpose <br /> <br /> <br />The purpose of the investigation covered in this report is to <br /> <br /> <br />formulate engineeringly feasib1e remedial measures to reduce the <br /> <br /> <br />peak salt concentrations in the water de1ivered to Mexico at More10s <br /> <br /> <br />DBlI1 via the C010rado River, thus reaching a permanent and effective <br /> <br /> <br />solution of the salinity problem without recourse to proceedings <br /> <br /> <br />founded upon a judicia1. determination of the 1egal rights of either <br /> <br /> <br />country. Such progrBll1 wou1.d be accolI\PHshed ,without jeopardizing <br /> <br /> <br />the fUture of the irrigation districts of the United States or <br /> <br /> <br />increasing water de1iveries to Mexico above the amounts specified <br /> <br /> <br />in the Treaty of 1944. The various proposals submitted by the <br /> <br /> <br />United States Pane1 of Water and Soil Scientists to the International <br /> <br /> <br />Boundary and Water Commission for al1.eviation of the sa1.inity prob- <br /> <br /> <br />l.em are also considered in the report to the extent compatib1e with <br /> <br /> <br />congressional directives. <br /> <br /> <br />C. Scope <br /> <br /> <br />In general, the scope of the studies presented herein is con- <br /> <br /> <br />fined to the C010rado River operations be10v Hoover DBlI1, with specific <br /> <br /> <br />ell\Phasis on the operations of the Wellton-Mohawk Division and South <br /> <br /> <br />Gi1a Valley Unit of the Gi1a Project, and the Val1.ey Division of <br /> <br /> <br />the Yuma Project. <br /> <br /> <br />The proposed plans of development, conclusions, and recammen~ <br /> <br /> <br />tions are made within the framework set forth by congressional <br /> <br /> <br />directives contained in Senate Report No. 2178, 87th Congress, and <br /> <br /> <br />by the provisions of the Mexican Water Treaty of 1944. <br /> <br />'~ <br /> <br />3 <br />
