President <br /> <br />Kennedy announced that " . . . the objective of the two Governments <br /> <br />is without prejudice to the legal rights of either country to agree <br /> <br />upon and actually put in operation remedial measures vi thin the <br /> <br />shortest possible period of time. . .." The Presidents instructed <br /> <br />their countries' representatives on the International Boundary and <br /> <br />Water COIIIIIIission to recommend II'1thin 45 ~s steps to be taken. <br /> <br />Each country appointed a panel of water and soil scientists to <br /> <br />study the problem and prepare the necessary reports. To date, <br /> <br />neither the United States nor Mexican panels have pUblicly issued <br /> <br />a report, nor has a joint report been agreed upon. However, a <br /> <br />MemorandWII Report by the United States Panel has been considered <br /> <br />in part herein. <br />On June 30, 1962, the Presidents of the United States and Mexico <br /> <br />issued a joint crnmm,nique, of which the below-quoted portion is <br /> <br />pertinent to the salinity problem: <br /> <br />"In relation to the problem of salinity of the waters of <br />the Colorado River, the two Presidents discussed the studies <br />which have been conducted by the scientists of the two <br />countries. The two Presidents noted that water which the <br />United States plans to release during the winter of 1962-63 <br />for river reguJ.ation and such other measures as may be <br />immediately feasible should have the beneficial effect of <br />reducing the salinity of the waters until October, 1963. <br />They expressed their determination, with the scientific <br />studies as a basis, to reach a permanent and effective <br />solution at the earliest possible time with the aim of <br />preventing the recurrence of this problem after October, <br />1963." <br /> <br />" <br /> <br />In the latter part of June, 1962, the Bureau of Reclamation initiated <br /> <br />studies on the problem.
