.

o
'"
w
~

~ 4. The methodology used (as explained in an excerpt from the partial
draft report):

The energy demand forecasts that this study intends to use are those
provided by the FEA and ERDA as feasible (though not necessarily most likely)

future conditions. They are available at the Census Region level in their most

,
disaggregated form. In contrast, the analysis desired by the Water Re~urces
Counc i 1 to assess the pressure placed on future water ava il abil ity by energy
facilities to meet these demands, should appropriately be performed at a
regional grid determined by the interaction of the water supply system with
h
consuming facilities. TtfuS, energy demands must be remapped to an appro-
priate grid. The appropriate grid in this case is one which permits capturing
water flow changes that resu1t'from the addition for subtraction of facilities.
Thus, of necessity, the analysis must be formulated in terms of a river basin
grid. The conversion of energy demands to this grid is somewhat complicated
. by the fact that the Census Region grid (an aggregation of political reg,ion5

- i.e. srtates) overlap t.he regional grid.. of the functional
is seen in Figure 1.1, where two maps of the United States
the two different regiona1ization schemes.

water areas. This
u'''''Pt<Ie<f
are Geeaffi~~~~d by

Consequently, the procedure for remapping forecasts provided at the Census
Region level is to disaggregate these forecasts to the largest regional unit
which is common to both the Census Region and the Water Region. These
largest common denominator regions are to be referred to as the "sub-regions".l
The sub-regions are composed of county groups such. that all the counties in a
given state, which are also in the same water subarea (WSA) are aggregated
together. The sub-regions may then be aggregated to various regional levels
app~opriate for the analysis to be conducted in regards to water availability
. for energy development.

-1.3-

-'>1;
