<br />~i <br />0:> <br />I-' <br />00 <br /> <br />Over the last three years the Forum has been involved <br />with the preparation or review of several reports. Federal <br />agencies have prepared numerous reports in the three-year <br />period. The Work Group and the Forum have had opportunity <br />to review and comment on these reports in draft form. Most <br />notable was the combined federal agency report entitled <br />"1985 Evaluation of Salinity Control Programs" and also the <br />"1986 ,Joint Evaluation of SaHnity Control Programs in the <br />Colorado River Basin." These two reports evaluate progress <br />and set forth the salinity oontrol efforts needed to meet <br />the numeric criteria. <br />The Basin states, throu,h the Forum, had the <br />oppor~unity to review and comment on these doouments. In <br />addition, the Forum and the Work Group have, over the last <br />three years, assisted the Advisory Council in the <br />preparation of three annual reports., The Forum prepares an <br />annual report and issued the .Seventh Annual Progress <br />Report, Water Quality Standards for Salinity, Colorado <br />River System," December 1985 and the "1986 Annual Progress <br />Report, Water Quality Standards for Salinity, Colorado <br />River, System," Deoember 1986. This triennial review will <br />also' serve as the annual report for 1987. ' <br />The Forum had previously established policies with <br />respect to the issuance of NPDES permits within the Basin. <br />Permits are issued by,~h~ individual states, or in the case <br />where authority has not been delegated to the states, by <br />EPA. The Forum concluded that it would be helpful to have <br />a listing of all of the NPDES permits in the Basin, and <br />instructed the ~ork Group to prepare a comprehensive list. <br />This list is now available and has been included as a part <br />of this report as Appendix E. The listing indicates the <br />name of the permit holder, the type of discharge, the river <br />reach, in which the discharge is located, and the amount of <br />salt that is being discharged through the permit. Because <br />the approximate 500 permits identified in the list are <br />being continually reviewed, reissued, and/or terminated and <br />new discharge permits are being filed, this list must be <br />considered as being subject to frequent change. <br /> <br /> <br />-60- <br />
