<br />During the operational and maintenance phase of the project there <br />is no foreaeeab1e need for a continuing program of vegetation, insect, <br /> <br />rodent, or air pollution (dust, noise, and odor) control. When, or <br /> <br />if, required such control measures would be of very limited scope and <br /> <br />duration. However, any control utilized will fully comply with Federal, <br />State, or local laws and regulations for environmental protection. <br /> <br /> <br />L. General Plan of Reservoir Re~u1ation. Operation. and Maintenance. <br /> <br /> <br />Trinidad Dam and Reservoir will be operated for flood control, irriga- <br /> <br /> <br />tion, and recreation. The reservoir will be regulated for flood <br /> <br />control and irrigation at the Trinidad gage. Regulation will be in <br />such a manner as to secure the greatest practicable benefits from the <br /> <br />regulation and use of the flows of the Purgatoire River consistent <br /> <br />wid, the operating principles shown in Appendix B, mutually agreed <br />upon by the Corps of Engineers, Bureau of Reclamation, States of <br /> <br />Colorado and Kansas, Arkansas River Compact Administration, and the <br /> <br />Purgatoire River Water Conservancy District. <br /> <br />Potentially damaging flows will be regulated as necessary to <br />limit downstream flows, insofar as pOSSible. to nondamaging rates. <br /> <br /> <br />Waters stored in the flood control pool will be released, insofar as <br /> <br /> <br />possible. at the maximum nondamaging rate. Further, floodwaters will <br /> <br /> <br />not be released until such time as uncontrolled flows below John <br /> <br /> <br />Martin Dam are reduced to nondamaging flows. Irrigation releases <br /> <br /> <br />will be made by the Resident Engineer in accordance with requests <br /> <br /> <br />from the Purgatoire River Water Conservancy District. Any inflow, <br /> <br /> <br />other than that stored for irrigation use, temporarily stored below <br /> <br /> <br />the bottom of the flood control pool for flood control purposes, shall <br /> <br />. <br /> <br />1-10 <br /> <br />. <br />
