<br />co <br />C;i, <br />t"',l <br />o <br />:-! <br />.-- <br />'",.. <br /> <br />CHAPTER V <br /> <br />STAGE TWO PLAN OF DEVELOPMENT <br /> <br />lean clays have been identified which could furnish suitable refill <br /> <br />materials. <br /> <br />These sites are above the Government Highline Canal and are <br /> <br />mostly on Federal land administered by the Bureau of Land Management. <br /> <br />These material sites could probably also provide a source of embankment <br /> <br />material for the detention dams and ditches. <br /> <br />Sand and gravel for concrete aggregate and road surfacing could come <br /> <br />from developed sources along the Colorado and Gunnison Rivers. <br /> <br />Three <br /> <br />commercial operations presently produce ready mix concrete and these and <br /> <br />other pits also process sand and gravel suitable for road material. <br /> <br />Right-of-Way <br /> <br />The Stage Two plan of development involves water conveyance systems <br /> <br />on both government and private development lands. <br /> <br />Right-of-way for <br /> <br />facilities on government lands have been reserved by the United States <br /> <br />and are assumed to be adequate for construction, operation, and mainte- <br /> <br />oaoe e . <br /> <br />No right-of-way acquisition is anticipated on private lands <br /> <br />because it lS assumed that all required lateral right-of-way would be <br /> <br />donated by landowners benefiting from lateral improvement and that <br /> <br />existing canal right-of-way is adequate. <br /> <br />Administration <br /> <br />The Grand Valley Water Users Association would continue to admin- <br /> <br />ister the Government Highline Canal and laterals. <br /> <br />Laterals associated <br /> <br />with the remaining systems would be administered by cooperation of <br /> <br />individual lateral owners as they are now. As discussed in the following <br /> <br />section it lS assumed that the owners of each lateral would formally <br /> <br />45 <br />
