Included are changes that have a <br />significant impact on the total 'basin plan or an element thereof, or which <br />may significantly affect the interest of a 'Federal or non-Federal agency, <br />or responsible public entity other than that proposing the revision. <br />Examples may include adding or deleting a program or project in the <br />plan; significantly revising one or more of the elements or programs <br />contained in the plan as a result of increasing or decreasing the extent <br />or level of flood protection, length of wild river or environmental <br />corridor, areal coverage of zoning program, etc.; and rescheduling or <br />shifting an element of the plan from the early-action phase to a later- <br />action phase, or vice versa. <br /> <br />~'~(gti <br />~f.~f~ <br />'l;i.~i <br />Il~~ <br /> <br />B. Minor revisions are changes in one or more elements of a <br />completed plan that do not significantly affect either the plan performance <br />and its management or the interests of a Federal agency, non-Federal <br />agency or responsible public entity other than that proposing the change. <br /> <br />IV. Development and Submission of Revisions <br /> <br />Reports proposing a revision shall be submitted to river basin commis- <br />sions in areas where commissions have been established, to standing <br />inter-agency committees (MBIAC, PSIAC, AWRlAC, SEBIAC) or to the <br />Water Resources Council in areas where no such commission or inter- <br />agency committee exists. Major revisions included as part of a Federal <br />agency implementation study will be developed .by the sponsoring agency <br />and the report thereon will be processed in accordance with current <br />policies and guidelines of the Water Resources Council. <br /> <br />A. Revisions proposed to a regional or river basin plan within <br />the area of a river basin commission or inter-agency committee may be <br />developed by the commission or committee, by a Federal, non-Federal <br />or public entity, or by individuals. The report on the revision shall be <br />submitted with appropriate recommendations by the commission or <br />committee to the Water Resources Council in conformity with the Water <br />Resources Planning Act (P. L. 89-80). <br /> <br />B. Revisions proposed to regional or river basin plans in areas <br />where no river basin commission or inter-agency committee exists may <br />be developed by a single Federal or non-Federal agency, by a. committee <br />composed of representatives of affected agencies, by a reassembled ad <br />hoc coordinating committee or by members of the public.
