C. Reports proposing major reVlsIons to the completed plan shall
be prepared in accordance with the following guidelines:

1. Surrunary statement - The changed factors or new infor-
mation which led to proposing the revisions shall be set forth together
with a detailed rationale for the change.

2. Data required - The report shall be based upon and con-
tain data and other information of sufficient detail to fully support the
need and justification for the change and to indicate the relationship of
the change to the completed plan. Information and data presented in the
report shall be of at least the same degree of refinement as the data
supporting the completed plan. The effect of the revision on other plan
elements and on basin needs and problems shall be fully documented.
Benefits, costs and other effects, and considered alternatives shall be
set forth for the change proposed, and for other affected elements of the
completed plan.

3. Environmental statements - The report shall be accom-
panied by a draft environmental statement as set forth in the WRC policy
statement entitled, "Environmental Statements - -Framework Studies and
Assessments and Regional or River Basin Plans. "

4. Coordination - The report shall be coordinated with con-
cerned Federal and non-Federal agencies and with local agencies and the
public where appropriate, prior to its submission to the Council. Such
coordination shall be accomplished in accordance with current policies
and guidelines of the Council including utilization as appropriate of State,
regional, or metropolitan clearinghouses. The results of the coordina-
tion shall be documented in the report.

D. Independent Federal regulatory agencies considering actions
subject to the provisions of the Administrative Procedure Act which may
necessitate a revision in a completed regional or river basin plan, and
which involve the compilation of information and coordination similar to
that described in paragraph C, above, may follow existing procedures in
lieu of those specified herein. The agency will in such cases, inform
the Council in writing of such action, and will, upon request, provide
such additional information as may be requested.

V. Council Review and Consideration

Reports proposing major reVISIons shall be submitted to the Water
Resources Council.for action. The Council will be informed in writing
of minor revisions for consideration.
