Purpose and General Policy <br /> <br />The Water Resources Council recognizes that. after regional or river <br />basin plans have been completed and transmitted to the President and the <br />Congress, modification or revision may be warranted from time to time <br />in order to reflect changes in economic and social goals to be served, <br />and to accommodate technological advances and other circumstances or <br />events that affect both the problems and their solutions. This statement <br />sets forth the policy of the Water Resources Council regarding the initia- <br />tion, development and submission of, and WRC action on, proposed <br />revisions of completed regional or river basin plans. <br /> <br />As general policy, revisions of completed regional or river basin plans <br />shall be prepared in the same degree of detail as the original plan and <br />shall clearly delineate the physical and economic characteristics of the <br />revision, its need and relationship to the completed plan. The revision <br />shall be reviewed by interested local, State and Federal agencies <br />including those agencies which reviewed the completed plan. Current <br />law, policy and standards shall be applicable to any such revisions. <br /> <br />II. Initiation of Requests for Revisions <br /> <br />Requests for revisions of a completed plan may come from a number of <br />sources. Such requests may, among other sources, be initiated by <br />those who participated in the development or are responsible for imple- <br />mentation of the plan; a Federal, State or local governmental entity that <br />did not participate in development of the plan; or from members of the <br />public, either as individual citizens or as an organized group or <br />as sociation. <br /> <br />,Suggestions for reVlSlon, including those proposed by the public, shall <br />be set forth and submitted by those proposing the revision to the most <br />appropriate Federal or State planning agency, which should process the <br />proposal in accordance with sec;tions IV and V, based on the merits of <br />the proposal. <br /> <br />III. Types of Revisions <br /> <br /> <br />There are two general types of revisions of completed regional or."river <br />basin plans. <br /> <br />
