<br />The Water Resources Council has approved a,new policy which
<br />recognizes that after regional or river basin plans have been completed
<br />and transmitted to the President and the Congress, modification or
<br />revision may be warranted from time to time in order to reflect
<br />changes in economic and social goals to be served, and to accommodate
<br />technological advances and other circumstances or events that affect
<br />both the problems and their solutions.
<br />
<br />This statement sets forth the policy of the Council regarding the initia-
<br />tion, development and submission of, and WRC action on, proposed
<br />revisions of completed regional or river basin plans.
<br />
<br />In general, the revisions are to be prepared in the same degree of
<br />detail as the original plan and shall clearly delineate the physical and
<br />economic characteristics of the revision, its need and relationships to
<br />the completed plan. The revision shall be reviewed by interested local,
<br />State and Federal agencies, including those agencies which reviewed
<br />the completed plan. Current law, policy and standards shall be
<br />applicable to any such revisions.

<br />Approval and Effective Date
<br />
<br />This Policy Statement, approved by the Council, is effective
<br />September 8, 1971.

<br />Related and Subsequent Efforts
<br />
<br />There will be issued guidelines and handbooks for comprehensive
<br />planning including coordination pQlicies and procedures, to assist in
<br />implementation of this Policy Statement and the Council's policy state-
<br />ment Water and Related Land Resources Planninl'(, july ZZ, 1970.
