<br />AN Ac~ to ratify the. Arkansas river compact
<br />
<br />Be it enaoted by the Legis'lature .of the State of Kansas:
<br />
<br />SEOTION 1. The legislature hereby ratifies the compact, .designated as the
<br />"Arlransas river compact," between the states of Colorado and Kansas signed
<br />in the city of Denver, state of Colorado on the fourteenth day of December, A. D.
<br />1948, by Henry C. Vidal, Gail L. Ireland and Harry B. Mendenhall as commis-.
<br />sioners for the state of Colorado, George S. Knapp, Edward F. Arn, William E.
<br />Leavitt and Roland H. ~ate as commissioners for the state of Kansas, and by
<br />Hans Kramer as the representative of the United States of America, which
<br />compact is as follows: (See compact on preceding pages).
<br />SEO. 2. This act shall take effect and be in 'force from and after its publication
<br />in the statute book.

<br />Mr, KNAPP. There are only a few brief remarks that I care to
<br />make, amplifying the more detailed statements of our colleagues frolll
<br />Colorado. '
<br />One of you gentlemen asked Congressman Hope as to irrigation di""
<br />tricts in the State of Kansas. '
<br />Out in the Arkansas Valley, in the three counties which are directly
<br />interested in this, there are no public irrigation districts.
<br />The construction of the ilTigation system began in 1879. At that
<br />early day there was not on the statute books of the.8tate of Kansils
<br />any provisions for the organization of public irrigation districts
<br />Kansas did have an. act providing for the formation of corpora-
<br />tions for the construction and operation of irrigation canals. Those
<br />canals were all constructed under that act and now operate as pri-
<br />vate nonprofit corporations or associations. They are all mutual in
<br />that the shares belong to the land and the water users elect their own
<br />boards of directors,
<br />So actually and in fact they operate in the same manner as public
<br />irrigation districts do in your Western States.
<br />Mr, M,LLER. May I ask one question, Mr. Chairman!
<br />Mr. MURDooK. Very well. .
<br />Mr. MILLER. Do the irrigation districts in these three counties get
<br />some benefits by the building of the John Martin Dam!
<br />Mr, KNAPP. Yes, they do.
