KNAPP, OHAIRMAN, ARKANSAS RIVER <br />COMPACT COMMISSION FOR THE STATE OF KANSAS <br /> <br />Mr. KNAPP. Mr. Chairman and gentlemen or the committee, my <br />name is George S. .Knapp. In my official State capacity, I am chier <br />engineer or the division or water resources, Kansas State Board or <br />Agriculture. That is a position comparable to that or the State engi- <br />nee~ in New Mexico or Nebraska, or I believe, Mr. Murdock, to your <br />water commissioner in Arizona. <br />I was one or the compact commissioners or Kansas, and chairman or <br />the Kansas commission, and appear herein tha,t capacity. <br />I am here to support wholeheartedly and to urge the approval or <br />the Congress to this compact as set rorth in H. R. 4151. . <br />The legislature or the State or Kansas ratified this compact without <br />a dissentmg vote in either house. There was no opposition to it what- <br />soever rrom any source within the State or Kansas, and the legislature <br />was happy.to ratify the compact and thus aid in the solution or what <br />has been a very, very perplexing problem on the river ror almost a <br />half a century. . <br />I have brought along and am happy to produce ror the record <br />a certified copy or the act or the Kansas legislature ratifying the <br />compact. <br />Mr. MURDOCK.
