ARKANSAS RIVER COMPACT

Mr. STONE. The Federal re.presentative,General Kramer, who is;
charged with representing the mterests of all of the Federal agencies,.
will go into detail and explain that, Congressman.
Mr. MILLER, Would you say that the Army engineers, under the-
provisions of the compact, were to handle the irrigation features, or
would it be done by the Bureau of Reclamation!
Mr. STONE. There is no occasion, so far as John Martin Dam is.
concerned, for the Bureau to come in under its present operation,
because all of the lands benefited both above and below John Martin
Reservoir are private lands presently irrigated. There is no occa-.
sion to construct auy new canals or distribution system whatsoever;.
General Kramer will go iuto detail on that.
Mr. MILLER. Thank you.
Mr. STONE, The next witness, Mr. Cb.airman, isMI'. Gail L. Ireland,
one of the Colorado Commissioners.
Mr. Ireland is former Attorney General of the State of Colorado,.
and he is one of the outstanding water lawyers of the State.
Mr, MURDOCK. Mr. Ireland, we will be glad to hear you now.
