<br />The hearing here todit:y is on H. R 4151. That bill is identical with
<br />S.1448. We had a hearmg on S. 1448 before the Senate Interior and
<br />Insular Affairs Committee yesterday. The two bills are identical.
<br />There does appear in both the Senate bill and the House bill some
<br />relatively minor typographical errors which, before the Senate, were
<br />corrected. The Federal representative, General Kramer, will call to
<br />your attention when he appears as a witness those errors and ask that
<br />they be corrected.
<br />Now, as between the first bill that you mentioned, Congressman Mil-
<br />ler, alid H. R 4,151,the latter contains a section 2. This section 2 was
<br />not incorporated in either the first bill .introduced by Congressman
<br />Hope or the one introduced by Congressman Marsalis.
<br />After the first bills' were printed, it was called to our attention that
<br />the directives contained in article IX of the compact had not been
<br />complied with. You will notice that article IX states that [reading]'
<br />This compact shall become effective when ratified by the legislature of each
<br />State and when consented to by the Oongress of the United States by legisla-
<br />tion providing substantially, among other things, as follo.ws-
<br />Then follows a quoted provision which this compact directs shall be
<br />included in the bill. And section 2 of the bill was added on this later
<br />H. R 4151 to comply with that directive. .
<br />Mr. MILLER. Do you think, Judge Stone, we ought to have the pro- .
<br />visions on page 20 of H. R. 3610 inserted into H. R 4151 in which it
<br />states [reading] , .
<br />SEa. 2. The right to alter, ~~nd, or repeal this Act is expressly reserved.
<br />Mr. STONE. The States of Colorado and, I am sure, Kansas would
<br />join with us if that provision were included and strenuously resist it
<br />for the simple reason that we would have no compact. The Congress
<br />could take the bottom out from under the compact any time. I do
<br />not know how that provision got in there; no one is urging it. Cer-
<br />tainly we do not want a provision like that in an act of the Congress
<br />granting consent to a compact. We would be on a powder barrel all
<br />the time.
<br />Mr. MILLER. I agree with you. I was afraid you might have over-
<br />looked that 2-line section. .
<br />Mr. STONE. That is not included in H. R 4151, and we respectfully
<br />suggest that it not be included. .
<br />Mr. MURDOOK. If my colleague will yield; Congressman Marsalis
<br />would like to make a further statement in regard to an agreement be-
<br />tween himself and Congressman Hope on this bill.
<br />Mr. MARSALIS. Congressman Hope saw me just before he left. He
<br />made a statement prior to mine, and he told me he meant to 'state to
<br />the committee that he wanted H. R 4151 considered instead of the
<br />bill which he had originally introduced. .
<br />Mr. MILLER. Would you want to comment, Judge Stone, on the pro-
<br />visions of section 2 that I'raised with Mr. Vidal relative to this sen-

<br />servation features of the John,''Marttn Reservoir 'project in a manner conform-
<br />ing to such compact with such exceptions as he and the Adp1i.nistration created
