<br />Mr. STONE. Besides this report, you will have before you the report
<br />of t.he Federal represeutative which is in my own jndgment more com.
<br />pleteperhaps even than ours. It is a very good report, and he ,vill

<br />Mr. Chairman, I neglected to state when I was before the com-
<br />mittee here t.his morning, that the report. of the commissioners from
<br />Colorado to the Governor, in general assembly, contains a copy of t.he
<br />resolution of the Colorado Water Conservation Board approving on
<br />behalf of Colorado the compact which was negotiated by It.S commis-
<br />sioners. .
<br />I should like t.o add just a. word about that. question concerning New
<br />Mexico and the clause from the compact stated b:y Mr. Vidal. That.
<br />is construed to mean that so far as the comparatlvely small amount.
<br />of wat.er rising in New Mexico on Trinchera Creek is concerned, t.his
<br />compact does not deal with it, and, therefore, leaves it to the full dis-
<br />posal of New Mexico, as that State may see fit.
<br />In other words, we do not claim it as beiug'regulated or controlled
<br />by this compact, but it may be used fully in New Mexico if t.hat. St.ate
<br />sees fit. It is, ;from a practical.point of view, a very small matter.
<br />.' Concerning the question asked by Congressman Miller about. the
<br />five members of the Colorado Legislature who dissented to ratifica-
<br />tion of the compact, I may say that the next witness, Mr. Ireland,
<br />was pr.esent at the hearings before the House of Represent.atives of
<br />. Colorado will explain. It was an open hearing before the whole
<br />house. ne will be in a position to explain the reason for t.he relatively
<br />Small group of five dissenting on the question of Colorado ratification.

<br />. Mr. MILLER. I notlce the two bills, H. R. 3610, by Mr. Hope,' of
<br />Kansas, aud H. R. 4151, by Mr. Marsalis, differ somewhat in their
<br />approach.

<br />which bill, in your opinion, 'Would be considered!
