24 0 2124 2 ARKANSAS RIVER COMPACT

this dam and the provisions o~ the compact provide for the division
of the waters between the two States.
Mr. MILLER. I think that is all I have; Mr. Chairman. I may want
to explore that subject.
Mr. WELCH. Mr. Vidal, how many members of the house of repre-
sentatives--that is, in the lower house in the State of Colorado-are
there j .
Mr. STONE. There are 65.
Mr. WELOH. Out of that body of 65 there were only 5 dissenting
votes j
Mr. VIDAL. Yes.
Mr. MURDOOK. Mr. Barrett have you any questions of Mr. Vidal!
Mr. BARRETT. No, I think not. . .
Mr. MURDOOK. We thank you, Mr. Vidal, for your stat.ement.. Judge
Stone, have yon any ot.her wit.nesses j

STATEMENT OF CLIFFORD H. SroNE,DIRECTOR, WATER CONSERV A-
TION COMMISSION OF COLORADO-Resumed

Mr. STONE. Besides this report, you will have before you the report
of t.he Federal represeutative which is in my own jndgment more com.
pleteperhaps even than ours. It is a very good report, and he ,vill
~E~~ .'
Mr. Chairman, I neglected to state when I was before the com-
mittee here t.his morning, that the report. of the commissioners from
Colorado to the Governor, in general assembly, contains a copy of t.he
resolution of the Colorado Water Conservation Board approving on
behalf of Colorado the compact which was negotiated by It.S commis-
sioners. .
I should like t.o add just a. word about that. question concerning New
Mexico and the clause from the compact stated b:y Mr. Vidal. That.
is construed to mean that so far as the comparatlvely small amount.
of wat.er rising in New Mexico on Trinchera Creek is concerned, t.his
compact does not deal with it, and, therefore, leaves it to the full dis-
posal of New Mexico, as that State may see fit.
In other words, we do not claim it as beiug'regulated or controlled
by this compact, but it may be used fully in New Mexico if t.hat. St.ate
sees fit. It is, ;from a practical.point of view, a very small matter.
.' Concerning the question asked by Congressman Miller about. the
five members of the Colorado Legislature who dissented to ratifica-
tion of the compact, I may say that the next witness, Mr. Ireland,
was pr.esent at the hearings before the House of Represent.atives of
. Colorado will explain. It was an open hearing before the whole
house. ne will be in a position to explain the reason for t.he relatively
Small group of five dissenting on the question of Colorado ratification.
. Mr. MILLER. May I ask one question, Mr. Chairman? .
Mr. MURDOOK. Very well. .
. Mr. MILLER. I notlce the two bills, H. R. 3610, by Mr. Hope,' of
Kansas, aud H. R. 4151, by Mr. Marsalis, differ somewhat in their
approach.
. Could you tell us, Judge Stone, just how they are different, and
which bill, in your opinion, 'Would be considered!
Mr, STONE. I believe I am in a position to explain that, because on
my last trip to Washington I had something to do with these two bills.

. .
,"..

<:;;~;?2'. . · "'.
':0: ;~;';.';():," ...""',.,'.';' ..... .."....'
'<:>;/.\.'

~L;~h;;,~;&z; '~f'i
\.:;;:,' ::';i..~'~f~~:~:~'~ """,)". it;:)
t,..."..,........ .
