STONE, DIRECTOR, COLORADO <br />WATER CONSERVATION BOARD <br /> <br />Mr. MURDOOK. We will now have Judge Stone present the witnesses, <br />ir there is no objection. <br />Mr. STONE. Mr. Chairman and members or the committee, my name <br />is Clifford H. Stone; I am director of the Colorado Water Conserva- <br />tion Board, and appear here. in support or H. R. 4l51, being a bill to <br />grant congressional consent to the Arkansas River compact. <br />The Congress on Aprill9, 1945, through Public Law 34, Seventy- <br />ninth Congress, chapter 79, first session, granted consent to the States <br />or Colorado and Kansas to negotiate a compact. The negotiations <br />were initiated shortly aIter the passage or that act, and on the 14th <br />day or December 1948, at Denver, Colo., the Arkansas River Compact <br />was signed by the commissioners or the two States. <br />The act of April 19, 1945, authorized the President to appoint a <br />Federal representative. Gen. Hans Kramer, who is here today, was <br />appointed Federal representative, The compact which appears in the <br />bill was approved on the same day, namely, the. l4th day of December, <br />1948, by General Kramer as the representative of the United States. <br />After the compact was negotiated and signed by the commissioners, <br />it was ratified by the legislatures of the two States, or rather a bill <br />was passed by the Legislature of Colorado, or to be more specific, the <br />General Assembly of Colorado, which was approved by the Governor <br />of Colorado on February 19, 1949. <br />I offer for the record a certified coPY of Senate bill No. II of the <br />General Assembly of Colorado, ratirymg this compact. I suggest <br />that that portion of this bill, which includes the reproduction of the <br />compact, lie eliminated, since that is in the bill, and hence unnecessary <br />printing will be saved. <br />Mr. MURDOCK.
