<br />usually call it "Arkansaw," and you refer to it as the "Arkansas"
<br />River.
<br />Mr. HOPE, That is what we call it in Kansas, I think the State
<br />of Arkansas has passed a statute, which they are very particular about,
<br />and I say "Arkansaw" when I am talking to my colleagues from
<br />Arkansas, but I say "Arkansas" in my State. That is what we call it.

<br />STATEMENT OF HON, JOHN H, MARSALIS, A REPRESENTATIVE
<br />IN CONGRESS FROM THE STATE OF COLO'RADO

<br />Mr. MURDOOK. I understand that Judge Clifford H. Stone will pre-
<br />sent the witnesses, but before calling on Judge Stone, I wonder if
<br />Congressman Marsalis would like to make a little opening statement,
<br />Mr, MARSALIS. Mr, Chairman, for the record my name is John H,
<br />Marsalis, representing the Third District of Colorado, and I would
<br />like to make a very short opening statement,
<br />I might say that House bill 4151 is an exact duplicate of Senate
<br />bill 1448, introduced by Senator Johnson and Senator Millikin, of
<br />Colorado, and Senator Reed and Senator Schoeppel of Kansas, jointly
<br />in the Senate, so that I know that they are all in harmony with regard
<br />to their positions.
<br />I did introduce an earlier bill that was different from this par-
<br />ticular bill in only one respect, in that it did not include section 2 of
<br />the present bill, This section 2 was introduced .in the Senate bill, and
<br />at the suggestion of Judge Stone and others who have been so promi-
<br />nent in this matter, I incoroprated section 2 in my bill.
<br />Section 2 of this bill is exactly the same language as a part of
<br />article 9 of the compact itself, which is also included as a part of the
<br />compact, so it has not changed the bill in any substantial way.

<br />Mr. MARSALIS. The "Arkansaw" or the Arkansas River, whichever
<br />it is called-and I usually refer to it as "Arkansaw," although a lot
<br />of my Colorado citizens do call it the Arkansas, flows through the
<br />Third District of Colorado, and we have an extensive irrigation system
<br />from that river.
<br />As Congressman Hope states, there has been considerable previous
<br />litigation, and in the last case which Colorado. had instigated in the
<br />Supreme Court, the Court sent it back with the specific request that
<br />the two States try to get together and work out a compact between
<br />them for the amICable settlement of this controversy, Then, with
<br />the John Martin Dam project, why, there is sufficient water, when
<br />properly regulated, to provide for the needs of both Colorado and
<br />Kansas. And, as I say, it meets with the approval of both Colorado
<br />and Kansas, and therefore asa settlement of all the differences, it
<br />has great benefit to the two States, and I would like to urge the
<br />passage of the bill.
