D of the Arkansas River Compact pertaining to the arbitration of any matter within the purview of the Administration, with the committee to report on the development of such procedures at the next special meeting of the Administration. After brief discussion, the motion was passed upon the affirmative vote of both states. Mr. Cooley then asked that the Administration turn its attention to agenda item 15 concerning Pueblo Reservoir. Mr. McDonald advised that the winter storage program for 1982-1983 had commenced on November 15 and that, as in the past, water which had historically been used for winter direct flow irrigation would be stored in Pueblo Reservoir as well as other reservoirs. Mr. McDonald indicated that except for this brief informational item on Colorado's behalf, this agenda item had been included at the request of Mr. Bentrup. ~ Mr. Bentrup called upon Mr. Olomon to read a proposed resolution concerning a Pueblo Reservoir operating plan, which Mr. Olomon proceeded to do (see Attachment K). At Mr. McDonald's request, the Chairman called a recess at 4:05 p.m. Mr. Cooley reconvened the meeting at 4:20 p.m. Mr. McDonald provided a proposed letter to the Colorado State Engineer, Dr. Jeris Danielson, for the Administration's consideration (see Attachment L). After brief discussion, Mr. McDonald moved, seconded by Mr. Bentrup, that the chairman be directed to send the proposed letter to Dr. Danielson and that the matter of Pueblo Reservoir be on the agenda for the February 1, 1983, special meeting. There being no further discussion, the motion passed upon the affirmative vote of both states. In light of the just passed motion, Mr. Bentrup indicated that Kansas would not move the adoption of the resolution concerning a Pueblo Reservoir operating plan which Mr. Olomon had previously read into the record. Mr. Bentrup indicated that . Kansas would expect the matter to be acted upon at the special meeting now scheduled for February 1, 1983. Mr. Gibson asked the leave of the chairman to make a few personal comments. He indicated that he would be retiring from state government and anticipated that this would be his last meeting as a member of the Administration. He expressed his appreciation for the opportunity to serve on the Administration: He suggested that provision be made to fill the chairmanship of the Engineering Committee which he would vacate upon his retirement. It was agreed that Mr. Genova would automatically assume the chairmanship of the Engineering Committee when Mr. Gibson retired and that the person replacing Mr. Gibson for Kansas would become the new member of the Engineering Committee. . -10- .....
