this scenario for instream flow purposes when storage is below target and

when the P&M water right is out of priority, but only to support a 200 cfs

instream flow. This scenario shows the effect of asserting the P&M

priority for instream purposes in the amount of 300 cfs, assuming all

existing conditions and operational criteria remain unchanged and assuming

junior power diversions at the Gunnison Tunnel.

Scenario 3: Releases from Blue Mesa storage are made to support a 300 cfs

instream flow below the Gunnison Tunnel, and a 2000 cfs flow at Westwater.

No direct flow priority for these purposes is assumed. But 45,000 acre

feet of water is reserved for the put'poses of primary M&I supply in this

scenario, and is released through the Black Canyon on a constant year-

round pattern. This scenario examines the effect of increasing the

criterion for making Blue storage releases for instream flow purposes in

the Black Canyon from 200 to 300 cfs, of adding the Westwater criterion,

ar,d of del ivering M&I water through the Canyor,.

Scenario 4: The P&M priority for 300 cfs is asserted for instream flow

purposes both in the Black Canyon and at Westwater, along with Blue Mesa

storage releases based on the 300 cfs and 2000 cfs criteria, while 45,000
acre feet of M&I supplies are again delivered through the Canyon on

constant, year-round basis. This scenario shows the combined effect of

exercising the P&M priority and of increasing the criteria for Blue Mesa

storage releases for instream flow purposes.
