Curecanti Project or Unit means the unit of the Colorado River Storage <br /> <br />Project consisting of the Blue Mesa, Morrow Point, and Crystal reservoirs <br /> <br />along with appurtenant dams and power plants. The Curecanti Unit has <br /> <br />recently been renamed the Wayne N. Aspinall Unit. Any reference to Blue <br /> <br />Mesa reservoir, hydropower plant, or water right decrees is limited to <br /> <br />just those components and does not inciude Morrow Point or Crystal <br /> <br />components. <br /> <br />3. ASP refers to the computer model developed by the USBR to analyze <br /> <br />power production at the Curecanti or Aspinall Unit. This model does not <br /> <br />consider water right priorities or assign shortages in dry years, and does <br /> <br />not keep track of credits at Blue Mesa under the Taylor Park exchange. <br /> <br />The depletion data incorporated in the ASP model also appears somewhat <br /> <br />anamolous and have not been fully documented. <br /> <br />4. Blue Mesa storage releases mean any evacuation of water from Blue <br /> <br />Mesa storage for the maintenance of instream flows, for municipal and <br /> <br />industrial supply, or to reduce the storage contents of Blue Mesa to meet <br /> <br />operational targets. All such releases are routed through the Blue Mesa <br /> <br />power plant and are considered proprietary in this study with the USSR <br /> <br />retaining dominion over the water until the purposes for which they were <br /> <br />made are satisfied.
