Nothing

can be presumed from this study about how any water right considered,

whether operated in the model or not, will be used or developed by its
owner.

The study only inquires into the hydrologic effects of protecting

instream flows in the 29-mile reach and at Westwater, and does not

recommend any of the instream proposals. The study also does not

calculate the amount of power generation at the Curecanti Unit or the

Gunnison Tunnel and does not address flatwater recreation at Blue Mesa

Reservoir although it does provide the basic hydrologic data for the

analysis of these parameters.

C. Definitions

The following definitions will be used in this study.

1. Virgin flow or undepleted inflow means the "natural flow" data

developed by the USBR for use in the Colorado River Simulation System

(CRSSI, as distinguished from earlier virgin flow data developed by the

Engineering Advisory Committee for the Upper Colorado River Basin

Commission and others. Both virgin flow and natural flow refer to the

flow that would have occurred had there been no man-made developments.

WBLA, Inc. 1909 Broadway, #3, Boulder, Colorado 80302
