Blue Mesa storage bypasses mean any inflows above Blue Mesa which: a)

consist of Taylor Park storage releases for direct delivery to the

Gunnison Tunnel, b) cannot be legally stored because the Blue Mesa storage

decree is out of priority, c) could be stored but are bypassed because

Blue Mesa is above target, or dl cannot be stored because the reservoir is

physically full. Blue Mesa storage bypasses as defined i~ this study are

often routed through the Blue Mesa power plant and are not equivalent to

bypasses of the Curecanti power plants. Storage bypasses are not

considered proprietary as to the USBR in this study.

6. Blue Mesa storage means all depleted inflows above Blue Mesa which are

not storage bypassed. All such inflows are charged against the Blue Mesa

storage decree, and may be instantaneously released when Blue Mesa is

below target. Instantaneous storage and release of such inflows is no

different than the release of previously stored water from storage and the

filling of the evacuated space with inflows equal to the release.

7. Blue Mesa power bypasses mean any storage bypasses which, after adding

storage releases, exceed the capacity of the Blue Mesa power outlet, and

which must be routed through the river outlet or over the spillway.

WBLA, Inc. 1909 Broadway, #3, Boulder, Colorado 80302
