However. the Senate <br />bil~. unlike the House bill. does not direct what <br />evaluations shall be included in the EIS. <br /> <br />:;;;: <br />:..:: <br />~~ <br /> <br />(5) House Bill--Section 4(b) directs the Secretary to <br />adopt new "long-term operating criteria" for Glen <br />Canyon Dam based upon the findings and conclusions of <br />the EIS. which new criteria are. "at a minimum. [to] <br />ensure that Glen Canyon Dam is operated in a manner <br />consistent with the requirements" of the amended <br />sections 1 and 3 of the CRSP Act (see (2) above). <br /> <br />Senate Bill--Section 5(b) states that "the Secretary <br />shall implement power operating criteria ... that will <br />ensure Glen Canyon Dam is operated in a manner <br />consistent with this Act." Items 1-3 on page 2 of the <br />position paper are the matters of interest to water users. <br />Items 4-5 are of concern to the power customers. While the <br />states have yet to take a position on the Senate bill. it is an <br />improvement over H.R. 4498 in that it seemingly deals only with <br />hydropower operations. not with annual storage and delivery <br />requirements. However. it still needs many drafting <br />improvements. <br /> <br />Attached to the position p.,er are handwritten. <br />interlineated amendments to B.R. 4498 which the states have <br />prepared.
