<br />'Cc<) <br /> <br />Agenda Item 7 <br />July 2. 1990 <br /> <br />Colorado River Energy Distributors Association (CREDA) as we <br />prepare for the full committee's mark-up of the bill. <br /> <br />In addition to items 4-5 in the position paper. CREDA is <br />urging that all Secretarial resource management decisions <br />concerning the Glen Canyon National Recreation Area and the <br />Grand Canyon National Park which are adversely affecting the <br />environmental and recreational resources downstream from Glen <br />Canyon Dam. not just the operations of the Glen Canyon Dam <br />powerplant. be examined by the EIS and be subjected to the same <br />requirement as power operations to protect. and mitigate <br />adverse impacts to. the national park and the national <br />recreation area. In the context of the Senate bill. this <br />concept would be illustrated by making the following changes to <br />section 3 at lines 8-9 on page 4: <br /> <br />The Secretary of the Interior <br />shall operate Glen Canyon Dam AND <br />IMPLEMENT RESOURCE MANAGEMENT MEASURES <br />BELOW GLEN CANYON DAM in such a manner <br />as to .... [New language in CAPS.] <br /> <br />From a water users' perspective. the word "powerplant" also <br />needs to be inserted after "dam." Thus far. CREDA's concept <br />has not found favor with the Arizona senators or with <br />Congressman Miller's staff. although both have indicated that <br />they will entertain further discussion of this matter. <br /> <br />Recommendation <br /> <br />I recommend that the Board seek such amendments of H.R. <br />4498 and of the Senate bill as will ensure that items numbered <br />1-3 on page 2 of the position statement are effected. with the <br />understanding that item 1 could be accomplished either by <br />amending section 7 of the CRSP Act or by having a stand alone <br />provision as in section 3 of the Senate bill. <br /> <br />JWM/gl <br />Enclosures: as stated <br /> <br />-6- <br />
