purposes are superior. except that the generation of
hydroelectric power is explicitly made incidental to
all foregoing purposes. Furthermore. the above quoted
language covers the entire Colorado River Storage
Project. there being no statement of purposes specific
to Glen Canyon Dam or. for that matter. to any other
individual storage unit or to any individual
participating project.

Second. section 3 of the CRSP Act would be amended to
read as follows:

that no dam or reservoir constructed
under the authorization of this Act
shall be within any national park or
monument. IT IS THE FURTHER INTENTION
OF CONGRESS THAT GLEN CANYON DAM SHALL
BE OPERATED IN A MANNER THAT PROTECTS.
MITIGATES DAMAGES TO. AND ENHANCES THE
