The major components of the two bills are as <br />follows: <br /> <br />(1) House Bill--Section 1 makes congressional findings to <br />the effect that "current operational practices" at <br />Glen Canyon Dam are having "substantial adverse <br />effects on downstream environmental and recreational <br />resources. including resources located within Grand <br />Canyon National Park." which adverse effects should be <br />mitigated by the implementation of "emergency interim <br />operating criteria" pending the completion of the <br />ongoing Glen Canyon Dam Enviromental Impact Statement <br />(EIS). the Glen Canyon Environmental Studies (GCES) <br />and the adoption of "new long-term operating <br />criteria." <br /> <br />Senate Bill--While section 2 of the Senate bill also <br />finds that "current operational practices" at Glen <br />Canyon Dam are having "substantial adverse effects." <br />the Senate bill's findings call for the implementation <br />of "interim power operating criteria" rather than <br />"emergency interim operating criteria" and for changes <br />"to current power operational criteria and practices" <br />rather than the adoption of "new long-term operating <br />criteria." <br /> <br />Finally. the Senate bill has a finding (5) at line 10. <br />page 3. which the House bill does not have. <br /> <br />(2) House Bill--Section 2 would amend the Colorado River <br />Storage Project (CRSP) Act of 1956 in two regards. <br />First. the purposes of CRSP would be amended to read <br />as follows: <br /> <br />Section 1. . " [The Secretary of <br />the Interior is hereby authorized to <br />construct the Colorado River Storage <br />Project] for the purposes. among <br />others. of regulating the flow of the <br />Colorado River. storing water for <br />beneficial consumptive use. making it <br />possible for the states of the Upper <br />Basin to utilize. consistently with the <br />provisions of the Colorado River <br />Compact. the apportionments made to and <br />among them in the Colorado River <br />Compact and the Upper Colorado River <br />Basin Compact. respectively. providing <br /> <br />-2- <br />
