<br />~ <br /> <br />"e:::' <br /> <br />water quality standards from time to time, but at least once <br /> <br />during each three-year period. <br /> <br />w::.. <br />o <br />o <br />.... <br /> <br />The current Colorado representatives are David Robbins, <br /> <br />William ~c9onald, 9irector of the Colorado Water Conservation <br /> <br />Board, and Dr. Frank Traylor, Executive Director of the Depart- <br /> <br />ment of Health. <br /> <br />Jack Barnett, formerly Director of the IVestern <br /> <br />States h'ater Council, is Executive Director of the Forum. <br /> <br />Obviously, in order to effectuate the purposes of Minute <br /> <br />242, substantial expenditures would have to be made by the United <br /> <br />States in order to build the desalinization plant near Yuma and <br /> <br />to line the Coachella Canal. <br /> <br />In 1974, the administration pro- <br /> <br />posed a bill, 5-3094. This bill provided for funds for the <br /> <br />construction of the works necessary to comply with Minute 214, <br /> <br />but was totally unsatisfactory to the Colorado River Basin states <br /> <br />for several reasons. <br /> <br />The Colorado River Basin state governors, through the <br /> <br />Committee of 14, had continuously sought assurances that the cost <br /> <br />of the concessions made by the State Department, whether in terms <br /> <br />of acre-feet of water, kilowatt hours of energy, or dollars, <br /> <br />would be borne in its entirety by the Federal Government. As the <br /> <br />concessions ostensibly had been granted in the interest of inter- <br /> <br />national comity, for the good of citizens throughout the nation, <br /> <br />all costs should be borne by the Federal Government. <br /> <br />Most significantly, 5-3094 failed to recognize that the salt <br /> <br />problem on the Colorado River is basin-wide, and that the control <br /> <br />program implemented on the river must also be basin-wide if <br /> <br />-:'1- <br />
