<br />'--: <br /> <br />- <br /> <br />the establishment of numerical limitations based on 1972 figures <br /> <br />at each state boundary would effectively inhibit any further <br />...,.. <br />~ development in the Upper Basin, although the whole premise of the <br />o <br />o Colorado River Basin Compact was to reserve to the Upper Basin <br /> <br />states the right to develop its water resources in an orderly <br /> <br />fashion. <br /> <br />At the 7th Session of the Conference in the Matter of Pollu- <br /> <br />tion of the Interstate Waters of the Colorado River and its <br /> <br />Tributaries in Salt Lake City on April 27, 1972, in which the <br /> <br />Federal Government, through the Environmental Protection Agency, <br /> <br />and the seven basin states participated, it was agreed that it <br /> <br />would be the policy that the flow-weighted average annual salinity <br /> <br />in the lower mainstem of the Colorado River system be maintained <br /> <br />at or below the average value found during 1972. To carry out <br /> <br />this policy, water quality standards for salinity arrd a plan of <br /> <br />implementation for salinity control would be developed and imple- <br /> <br />mented. The goal of the plan would be to achieve compliance with <br /> <br />the adopted standards by July 1, 1983. <br /> <br />This agreement was approved by the Administrator of the EPA, <br /> <br />Mr. Ruckleshaus, on June 9, 1972, and is found in 40 C.F.R., <br /> <br />Part 120. <br /> <br />As a Part of the settlement with the Environmental Protec- <br />. <br /> <br />tion Agency in 1972, there was constituted the Colorado River. <br /> <br />Salinity Control Forum. <br /> <br />This Forum has representatives from each of the Colorado <br /> <br />River Basin states and, among other functions, has the responsi- <br /> <br />bility under Section 303 of the Clean Water Act of 1977 to review <br /> <br />".'-'--- . <br />
