There is only one <br />o <br />o satis=actory way to avoid future discord with Mexico and insure <br />N <br /> <br />equitable treatment for U.S. users, and that is by implementing a <br /> <br />program of salinity control throughout the Colorado River Basin. <br /> <br />With this in mind, the Colorado River Basin states intro- <br /> <br />duced 8-2940, authorizing the construction, operation and main- <br /> <br />tenance of certain works in the Colorado River Basin, and to <br /> <br />control the salinity of water delivered to the United 8tates and <br /> <br />Mexico. <br /> <br />Part I of 8-2940 was in essence the administration bill <br /> <br />embodied in 8-3094. <br /> <br />In addition to providing the works necessary to meet the <br /> <br />commitments of Minute 242, the new legislation authorized the <br /> <br />lining of the Coachella Canal, which would help replenish the <br /> <br />depletions from storage required to meet the commitments of <br /> <br />Minute 242, and also authorized salinity control projects in <br /> <br />Paradox Valley, Colorado, Grand Valley, Colorado, Las Vegas Wash, <br /> <br />Nevada, and Crystal Geyser, Utah. <br /> <br />It also authorized investi- <br /> <br />gation of additional projects involving point source control, <br /> <br />irrigation source control, and diffuse source control. <br /> <br />withou~ the provisions of Part II of 8-2940, further develop- <br /> <br />ment of the Upper Basin states would have been halted, as it <br /> <br />would have been impossible to maintain 1972 levels of salinity in <br /> <br />Imperial Dam and still construct additional projects in the Upper <br /> <br />Basin. <br /> <br />-22- <br />
