The development of draft statements of criteria and <br /> <br />assumptions to be applied by the Council in arriving <br /> <br />at its recommendations to the Governors. These will <br /> <br />relate to matters of engineering feasibility, economic <br /> <br />feasibility, political responsibility, legal and ethical <br /> <br />desirability, "the protection and furtherance of state <br /> <br />and local interests" and such other factors as may be <br /> <br />relevant. <br /> <br />2. An intensive review and evaluation of the plans and <br /> <br />activities of the states and the federal government <br /> <br />in developing current and long-range estimates of water <br /> <br />needs and water resources in the 11 contiguous western <br /> <br />states and related areas. The review will include: <br /> <br />a. Description of content and time schedule <br /> <br />for completion of current studies. <br /> <br />b. Identification of gaps in the data. <br /> <br />c. Suggestion of appropriate means of correcting <br /> <br />the inadequacies of the data, <br /> <br />3, Preparation of synopses of: <br /> <br />a. The suggestions for inter-basin diversions of <br /> <br />western water, summarizing the basic goals, <br /> <br />effects, and interrelationships of the suggested <br /> <br />diversions, and <br /> <br />b. Proposed state and federal legislat10n relating <br /> <br />to (inter-basin diversion of) western water <br /> <br />resources. <br />
