The <br /> <br />Western States Water <br /> <br />. <br /> <br />Counc il <br /> <br />,... <br /> <br />Preliminary Draft of a <br /> <br />ProRram for Action <br /> <br />December 1, 1965 - June 30, 1966 <br /> <br />The Western States Water Council was formed on August 3, 1965 <br /> <br />at Stateline, Nevada, pursuant to action by the Western Governors' Con- <br /> <br />ference at its meeting in Portland, Oregon, on June 12, 1965, The purposes <br /> <br />and functions of the Council are described in Articles II and IV of the <br /> <br />Council's Rules of Organization: <br /> <br />cf) <br />~ <br />~ <br />..'"'" <br /> <br />"ARTICLE II - Purpose <br /> <br />"The purpose of the Western States Water Council <br />shall be to accomplish effective cooperation among <br />western states in planning for programs lesding to <br />integrated development by state, federal, and other <br />agencies of their water resources." <br /> <br />"ARTICLE IV - Functions <br /> <br />"The functions of the Western States Water Council shall be to: <br /> <br />"(1) Prepare criteria in the formulation of plans <br />for regional development of water resources to <br />protect and further state and local interests. <br /> <br />"(2) Undertake continuing review of all large-scale <br />interstate and interbasin plans and projects <br />for development, control or utilization of <br />water resources in the western states and sub- <br />mit recommendations to the Governors regarding <br />the compatibility of such projects and plans <br />with an orderly and optimum development of <br />water resources in the western states." <br /> <br />In seeking to accomplish its purpose and perform its functions, <br /> <br />the Council will establish an office and employ a amall staff, It is <br /> <br />expected that the staff will initiate, as rapidly as possible, action <br /> <br />to provide the Council with factual data and a review of policy alterna- <br /> <br />tives as a basis for Council action. <br />
