lII~IgllTS: Continued good progress was recorded on the

Region 4 construction program, except at the Glen Canyon damsite where

the strike still has work halted, Construction of Vega Dam on the

Gollbran Project (Colorado) was comple~ed in September. Appropriated
funds were allocated for three new participating project starts so

that construction contracts can be awarded in F.Y. 1960, Planning

studies proceed with several project reports completed or well advanced,

A number of meetings have been held with representatives of private

power companies and preference power users regarding the technical

aspects of possible plans for a transmission system to handle the

future power output from the hydroelectric powerplants of the

storage units and participating projects,

.~GE UNI.TI!: At the .'?l!!!Canyon D.!!!:!.site, a stalemate
still prevails in the strike which has shut down all work since July 6.

The dispute centers on the payment of $6.00 per day subsistence to

the workers. Under the terms of the prime construction contract with

Merritt-Chapman and Scott Corporation, the Bureau of Reclamation will

pay 85 percent of bonafide wage increases, but cannot assist in the

payment of subsistence. The circumstances surrounding the strike

dispute are complex. Although the Bureau would like to see an early

resumption of work, it is the responsibility of the prime contractor

to reach a settlement with the labor ~nions in this dispute.
