RHODES, III <br />First District - Arizona <br /> <br />. <br /> <br />THE <br /> <br />Before the <br />BureQu of Reclamation Constituent Meeting <br />on <br />The Glen Canyon Elwh-onmental StuLlieH (GCES), Phase II <br /> <br />Phoenix, Arizona <br /> <br />January 24, 1989 <br /> <br />I appreciate this opportunity for the public to comment on <br /> <br /> <br />the draft: of th" Fhase II Glen Canyon Environmental Studies. <br /> <br />otherl!l ....ho have appeared and who will appear may provide mOre <br /> <br />detailed analysis of the technical aspects of the draft. I would <br /> <br />like to express my concerns from a policy standpoint, and to echo <br /> <br />thQ concerns being expressed by metll)' water and power interests who <br /> <br />have some reservations about the Phase II stUdY. <br /> <br />The basis of my concern is with the suspicion that there 1s <br /> <br />in fact a predisposition among some in the Bureau of Reclamation <br /> <br />(BuRee) to modify the operation of Glen Canyon Dam, regardless of <br /> <br />the im~act on power production. My hope is the these concerns <br /> <br />are not true. <br /> <br />La3t week I wrote LU wayne Marchant and Clift <br /> <br />Barrett to detail the concerns that have been expressed to me by <br /> <br />....ater and power constituents, <br /> <br />In prior personal discus5ions and written correspondence I <br /> <br />had with former A3sistant Secretary Jim Ziglar, I was assured <br /> <br />that before any decisions were made as to modified operation of <br /> <br />the Glen Canyon Dam, all aspects or the issue, inc!Uding water <br />
