Please see attached page regarding my views in connection <br />with the role of the Senior Scientist. <br /> <br />The need for a Senior Scientist was initially identified by the <br />National Academy of Science. Whatever the reason, the fact that <br />the Senior Scientist has not been brought on board is not only <br />lamentable, but with each passing week, more and more of a sham. <br />That is to say, this phase of implementation of Phase II is when <br />a Senior Scientist is most desperately needed. The process at <br />this point is woefully floundering from lack of an overseer who's <br />sole interest is integration and credible end results that meet <br />the directives of the June 16, 1988 letter in a timely manner. <br />The problem is not just a matter of competing vested interests <br />among managers and scientists and constituent interests -- but <br />a matter of unde-r5tandable and appropriate narrowness of focus <br />by each of the competing interests. Frankly, if there is no <br />Senior Scientist in the very near future, there will be a decreasing <br />need for the Senior Scientist. If there is no Senior Scientist <br />at all, then that lack is one tof perhaps many) pieces of the <br />process which we (Western River Guides Association) and environ- <br />mental groups will use judicially and legislatively to 9ress our <br />case for NEPA Compliance. <br />
