This action will <br />make the segregation permanent, until modified. <br /> <br />(d) Classifications may be changed, using the same procedure <br />outlined under (a) - (c) above. <br /> <br />Subpart 1722 -- General Policy <br /> <br />1722.01 <br /> <br />Purpose <br /> <br />; <br />1 <br /> <br />This subpart lists general and basic policies which will <br />be followed in the implementation of the various disposal <br />and management authorities availsble to the Department. <br /> <br />1722.1 <br /> <br />Disposal Policy <br /> <br />Lands will be transferred out of federal ownership in the <br />most efficient manner possible. Procedures to accomplish <br />this policy will be guided by the following principles. <br /> <br />(a) Encouragement and assistance to State, County, and <br />other local governments in master planning and zoning, <br /> <br />(b) Public participation and consultation with local <br />government in the formulation of plans for transfers <br />of public lands in transfer areas. <br /> <br />(c) Timely and orderly identification and disposition of <br />lands required for orderly development of communities <br />or chiefly valuable for residential, commercial, <br />industrial, agricultural, or public uses or develop. <br />ments. <br /> <br />(d) Utilization of practices and procedures which will <br />achieve appropriate dispositions with minimum adminis- <br />trative costs. <br /> <br />(e) Establishment of priorities based upon' availability of <br />funds, urgency of needs for public lands, and resulting <br />economip.s or effectiveness of Government operations. <br /> <br />14 <br /> <br />,I' <br />
