1722.1-1 Pricing Policy

/

The public land laws require as consideration for transfer
of public lands a fair return in the form of one or more \
of the following: Money, development of the lands, or some \
public benefit, tangible or intangible. Determination of a
fair return will be guided in each case by the following
principles:

(a) Wherever feasible, transfers to private persons and
profit organizations will be at not less than fair
market values for the interests conveyed and through
competitive bidding.

Transfers to States and local government agencies for
commercisl, or industrial purposes will be at fsir
market values and through negotiated sales.

(c)

Transfer of land to States and local government
sgencies and to non-profit organizations to be
developed for public purposes will be negotiated and
will involve prices and other terms that will encoursge
and facilitste the accomplishment of the public purposes
involved.

must be appropriate assurance thst the development
effort will be bona fide and substantial.

Management Policy

Priority of Use

No overall priority is assigned by the Classification and
Multiple Use Act or by the Secretary to any specific use.
The Secretary or his delegate will authorize that use or
combination of uses which will best schieve the objectives
of multiple use.
