<br />I <br />" <br /> <br />OOlOti4 <br /> <br />e <br /> <br />. <br /> <br />Discussion Draft <br /> <br />(j) Preservation of public values that would be lost if <br />the land passed from Federal ownership, Public values, <br />which may require preservation through retention and <br />management of the land are found in a variety of situa- <br />tions, including but not limited to the following. <br />Lands may be retained and managed if they: <br /> <br />i <br />\ <br /> <br />(1) Are best suited for multiple use and require a <br />mixture of uses to best benefit the community, <br />which could not be achieved under private owner. <br />ship, or <br /> <br />(2) Do not themselv~s contain any of the values <br />listed under (a) through (i) above, but are <br />necessary to support and enhance a management <br />program on lands having one or more of those <br />values. Such lands might provide access, <br />provide a more contiguous and easily managed <br />land pattern, provide key water access points, <br />etc., or . <br /> <br />(3) , Are required, for scientific, research, or edu- <br />cational purposes which would be impossible if <br />the lands were not in public ownership, or <br /> <br />, (4)', May have relatively unstable soil and cover <br />which require more intensive conservation, <br />expensive management and capital investment than <br />can be justified on the basis of marketable <br />resources produced, or <br /> <br />(5) Produce a resource, such as timber, which, to be <br />properly managed and conserved, requires a long <br />period of investment and management before a <br />return is realized, and private ownership in the <br />area under consideration would not be able or <br />willing to wait this long for a return, or <br /> <br />(6) Have esthetic values, such as scenery or primitive <br />conditions, which have a value to the general public, <br />and which require preservation and enhancement, or <br /> <br />,(7) Have uncertain potential for agricultural use, <br />which would result in their being cultivated <br />under mo&t favorable economic and climatic <br />circumstances and abandonment under normal or <br />adverse circumstances, resulting in ,accelerated <br />soil erosion and disruption of the local economy. <br /> <br />12 <br /> <br />" <br />
