This includes the protection, use <br />and development of forest and woodland areas and the <br />management of these areas to realize the sustained <br />yield of their various products. Lands may be retained <br />and managed if they are physically suitable for the \ <br />production of timber and other forest products, and \ <br />I <br />federal ownership is required to <br /> <br />(1) Stabilize the lumber industry dependent upon <br />sales from publicly owned timber stands, or <br /> <br />(2) Assure effective and economical administration <br />of timber stands. <br /> <br />, <br />, <br />I <br /> <br />(h) Watershed Protection. This includes management, vege- <br />tative treatment, or structural treatment to maintain <br />or improve total yield, quality, or stability of flow <br />of surface and subsurface water. It also includes the <br />prevention of damage and loss due to excessive or <br />uncontrolled runoff, flooding, or siltation. Lands <br />msy be retained and managed if Federal ownership is <br />required to: <br /> <br />(1) Insure intensive watershed management and treat- <br />ment to mitigate downstream losses due to exces-, <br />sive flooding and siltstion, or <br /> <br />I ' <br />I <br /> <br />(2) Insure maintenance of waterflow for downstream <br />public purposes, such as municipal water supply, or <br /> <br />(3) Provide for expensive rehabilitation and limited <br />use to correct past soil and watershed damage and <br />to prevent future abuse to highly erodable lands. <br /> <br />(i) Wilderness Preservation. This includes the preservation <br />,of areas in a roadless and primitive condition.
