(e) Occupancy, This includes the use of public lands
for either part time or full time residence or
business. Lands may be retained and managed if
they are physically suitable as a site for residence
or business, and federal ownership is required to

(1) Protect and manage other resource vslues on
the land when occupancy is made on a non-
exclusive or short terrr. basis, or

(2)

Protect and manage adjacent federal lsnds, by
means of use stipulations and other techniques
which could not be used if the land had passed,
to non-federal ownership, when the occupancy
is of long term or exclusive nature~

(f) Outdoor Recreation. This includes the protection,
preservation, development, public use and enjoyment
of scenery, water, primitive or natural lands'cape
(including roadless areas), wildlife, natural
phenomena, archeological and historical sites.
Recreation management will provide for the health
and safety of the using public for public access
to public lands, and for construction of recreation,
facilities where needed. Lands may be retained and
managed if tney are physically suitable for recreational
use, and federal ownership is required to:

(1) Provide sites for construction of recreation
facilities needed to insure the ssnitation and
protection of public land and the convenience of
the using public,'or

(2) ~rovide aD adequate area for enjoYment of
