This includes any use related <br />to industry, on either short term or long term basis. <br />I Lands may be retained and managed if they are physically \ <br />suitable as a site for manufacture, testing, processing, <br />sale or exchange of goods or services, and federal <br />ownership is required to: <br /> <br />(1) Protect and manage other resource values on the <br />land when the industrial use is made on a non- <br />exclusive or short term basis, or <br /> <br />(2) Protect and manage adjacent federal lands when <br />the industrial use is of a long term and <br />exclusive nature, by means of use stipulations <br />and other techniques which could not be used if <br />the land had passed to non-federal ownership. <br /> <br />(d) Mineral production. This includes any use related to <br />the extraction and processing of locatsble and leasable <br />minerals and saleable mineral materials. Multiple use <br />contemplates development and management of the various <br />surface and subsurface resources in a combination that <br />will best meet the present and future needs of the <br />American people. Sepsration of surface and subsurface <br />ownership may occur when consistent with this principal. <br />Under Some circumstances, the surface must be retained <br />in federal ownership to permit compatible development <br />of both mineral snd surface values. Federal ownership <br />will be required: <br /> <br />(1) When prescribed by law (30 USC 21) (30 USC 124). <br /> <br />(2) When necessary to protect surface values, as in <br />cases where mineral material extraction would <br />cause damage to surface values which could be <br />best instigated if lands were under federal <br />ownership. <br /> <br />(3) When necp.ssary to protect mineral values, as in <br />cases where saleable mineral materials are scarce <br />and could be_more equitably made avajlable to the <br />general public if held under public ownership. <br /> <br />I <br />I <br />, <br />I <br />I <br />l_ <br /> <br />(4) When necesssry to service mineral ext~action <br />activities on federal lands, as in cases where lands <br />are required for mill aites, access roads, etc. <br /> <br />9 <br /> <br />I <br />I <br />! <br />
