If consultation is reinitiated because the incidental take limit has <br />been exceeded, and additional reasonable and prudent measures are needed, the Service <br />will identifY the actions needed, and provide the Program with the opportunity to <br />incorporate those actions into the long range plan and implement those actions. <br /> <br />b) New infonnation reveals effects of the action that may affect listed species or critical <br />habitat in a manner or to an extent not previouslv considered. New infonnation includes <br />significant declines in population, as detennined through the monitoring programs, and <br />those declines are detennined to be due to water development or management activities. <br />The Service retains the authority to detennine whether a significant decline in population <br />has occurred, but will saBsHlt discuss the new information with the Ressyery Program <br />prior to making its detennination. In the event of a significant population decline due to <br />water development or management activities, the Service will first rely on the Program to <br />take actions to correct the decline.
