WILD AND SCENIC RIVER DESIGNATION. <br /> <br />(a) AMENDMENT OF WILD AND SCENIC RIVERS ACT. -- Section 3(a) ot <br />the Wild and Scenic Rivers Act (16 U.S.C. 12714(a)) is further <br />amended by addin~ the followin~ new para~raph at the end thereof: <br /> <br />"(56) LOWER GUNNISON RIVER, COLORADO. -- The se~ment of <br />the lower Gunnison River from the upstream (southern) boundary of <br />the Black Canyon of the Gunnison National Park for approximately <br />27 miles downstream to the boundary of the wilderness study area, <br />to be classified as a wild river area; the segment from that point <br />to approximately 2 miles downstream to the confluence with the <br />North Fork, to be classified as a scenic river area; as generally <br />depicted on the proposed boundary map numbered and dated <br />,to be administered by the Secretary of the Interior: <br />PROVIDED, That the portion of the river segment located within <br />the Black Canyon of the Gunnison National Park shall be <br />administered by the Director, National Park Service, and the portion <br />of the river segment located outside the Park shall be <br />administered by the Director, Bureau of Land Management." <br /> <br />(b) SATISfACTION OF REQUIREMENTS. -- The provisions of section <br />3(b) of the Act of October 2, 1968 (16 U.S.C. 1274(b)) shall be deemed <br />to have been satisfied with respect to the lower Gunnison River, <br />Colorado, when the general management plan required by section 101(e) <br />of this Act is developed nnd approved. <br /> <br />SEC. 502. STATE JURISDICTION; LICENSING AND ASSISTANCE OF WATER <br />PROJECTS. <br /> <br />(a) The State of Colorado shall have jurisdiction over the waters <br />of the designated segment of the lower Gunnison River without <br />qualLfication under SectLon 13(d) of the Wild and Scenic Rivers Act of <br />1968 (16 U.S. C. 12714(a)). <br /> <br />(b) The designatLon of the lower Gunnison River as a component of <br />the national wild and scenic rivers system as provided herein, shall <br />in no way affect the adjudication, transfer, change, and <br />administration of absolute or conditional water rights, which <br />adjudicatLon, transfer, change, and administration shall be solely <br />governed by the laws of the State of Colorado. <br /> <br />(c) The development of water impoundments, diversion facilities, <br />and hydroelectric power and transmission facilities located entirely <br />outsLde of the designated segment of the lower Gunnison River, shall <br />not be Lncompatible with the designation of this segment of the lower <br />Gunnison River in the national wild and scenic rivers system. <br />
