<br />~ <br />~ <br />C) <br />~ <br /> <br />The proposed changes called for replacement of laterals with <br />a closed pipe system and extensive wildlife mitigation, The <br />authorizing legislation specified the lining of laterals; <br />however, studies have shown that replacing the laterals with <br />pipe offers a great opportunity for salt reduction by permit- <br />ting more flexibility in the installation of effective on-farm <br />practices. Fish and wildlife mitigation was not included in <br />the original authorization. The Committee on Energy and <br />Natural Resources advised the Secretary of the Interior that, <br />under existing law, it disapproved of the expenditure of funds <br />for the proposed lateral replacement and fish and wildlife <br />mitigation and requested that the Administration submit amen- <br />datory legislation. On September 6, 1979, Representative <br />Johnson and Kogovsek of Colorado introduced H.R. 5199 which <br />amends portions of Title II of P.L. 93-320. <br /> <br />As a result of the Senate Committee action, all work on <br /> <br />negotiating an operations and maintenance contract, issuance <br /> <br />of spedifications and soliciting bids from contractors has <br />been delayed about one year. <br />Fiscal Year 1979 funding for Grand Valley amounted to <br />$4,159,000.
