~
~
C)
~

The proposed changes called for replacement of laterals with
a closed pipe system and extensive wildlife mitigation, The
authorizing legislation specified the lining of laterals;
however, studies have shown that replacing the laterals with
pipe offers a great opportunity for salt reduction by permit-
ting more flexibility in the installation of effective on-farm
practices. Fish and wildlife mitigation was not included in
the original authorization. The Committee on Energy and
Natural Resources advised the Secretary of the Interior that,
under existing law, it disapproved of the expenditure of funds
for the proposed lateral replacement and fish and wildlife
mitigation and requested that the Administration submit amen-
datory legislation. Appropriations have been, made for F.Y. 1980 of
$3.6 million.

Las Vegas Wash Unit - Uncertainties surrounding the
hydro-salinity analyses of the groundwater system and new
higher cost estimates of potential salinity reduction as well
as the future plans for Las Vegas Wash and litigation over the

10
