Non-monetary measures of impacts <br />include: employment changes, needs for government and <br />services, flood control, water quality, fish and wildlife, and <br />net energy changes. <br />Preliminary Analysis of Alternatives (Task III) <br />After considering the plans and existing information for <br />water development in the South Platte River basin proposed by <br />various federal and state agencies, as well as water user <br />associations, a set of alternatives will be identified and <br />analyzed. Each of these will develop water of the South Platte <br /> <br /> <br />River basin to which Colorado is entitled and will be subject <br /> <br /> <br />to, and in compliance with, the provisions of the South Platte <br /> <br /> <br />River Compact (37-65-101, C.R.S. 1973). The purpose of this <br /> <br /> <br />analysis will be to investigate as many distinct water <br /> <br /> <br />resources development alternatives as is practicable in a <br /> <br /> <br />preliminary fashion. <br /> <br /> <br />The general categories of alternative systems to be <br /> <br /> <br />analyzed in the study will include the following: (1) mainstem <br /> <br /> <br />storage by one or more reservoirs downstream from the town of <br /> <br /> <br />Greeley; (2) off-stream storage of mainstem flows; (3) storage <br /> <br /> <br />on tributaries downstream from Greeley of the flows of those <br /> <br /> <br />tributaries; (4) storage in foothill canyon tributaries which <br /> <br /> <br />enter the mainstem South Platte River downstream (that is, <br /> <br />-7- <br />
