alternatives. Monetary measures include: regional economic
impacts, construction costs, and operation and maintenance
costs of the project. Non-monetary measures of impacts
include: employment changes, needs for government and
services, flood control, water quality, fish and wildlife, and
net energy changes.
Preliminary Analysis of Alternatives (Task III)
After considering the plans and existing information for
water development in the South Platte River basin proposed by
various federal and state agencies, as well as water user
associations, a set of alternatives will be identified and
analyzed. Each of these will develop water of the South Platte

River basin to which Colorado is entitled and will be subject

to, and in compliance with, the provisions of the South Platte

River Compact (37-65-101, C.R.S. 1973). The purpose of this

analysis will be to investigate as many distinct water

resources development alternatives as is practicable in a

preliminary fashion.

The general categories of alternative systems to be

analyzed in the study will include the following: (1) mainstem

storage by one or more reservoirs downstream from the town of

Greeley; (2) off-stream storage of mainstem flows; (3) storage

on tributaries downstream from Greeley of the flows of those

tributaries; (4) storage in foothill canyon tributaries which

enter the mainstem South Platte River downstream (that is,

-7-
