north) from Chatfield Reservoir; (5) changes in the utilization
and management of any or all of the existing facilities;
(6) storage upstream from Chatfield Reservoir; (7) enlargement
of existing storage facilities; (8) additional conjunctive use
of surface and alluvial ground water, including artificial
recharge; and (9) combinations of the above.
If there are multiple ways in which an alternative means
could be implemented, these should be dissimilar enough to
permit this preliminary investigation of an alternative means
to be carried out. If not substantially different with regard
to the results they produce, then they will be generalized.
For example, if the key difference between alternatives is
basically one major component, then the evaluation should be
reduced in scope and focused on the component if the effects of
all other characteristics are common to both alternatives and
thus cancel each other out.
As part of this preliminary investigation of alternative
means, the amount of water which could be developed by each
alternative means and the possible use or uses to which such
water could be put will be estimated. These uses will include,
but not be limited to, irrigated and non-irrigated agricultural,
municipal, industrial, hydroelectric power generation, and
recreational uses. In addition, the study will investigate
which alternative means are mutually exclusive in the sense
that if one alternative were implemented, then water could not

-8-
