If not substantially different with regard
to the results they produce, then they will be generalized.
For example, if the key difference between alternatives is
basically one major component, then the evaluation should be
reduced in scope and focused on the component if the effects of
all other characteristics are common to both alternatives and
thus cancel each other out.
As part of this preliminary investigation of alternative
means, the amount of water which could be developed by each
alternative means and the possible use or uses to which such
water could be put will be estimated. These uses will include,
but not be limited to, irrigated and non-irrigated agricultural,
municipal, industrial, hydroelectric power generation, and
recreational uses. In addition, the study will investigate
which alternative means are mutually exclusive in the sense
that if one alternative were implemented, then water could not

-8-
