Furthermore, criteria <br />which can be expressed quantitatively are preferred to those <br />which can only be expressed in qualitative terms. <br />Economic impacts of proposed alternatives may include, but <br />not necessarily be limited to, economic indices and, to the <br />extent possible, an identification of which economic sectors <br />might benefit more from particular alternatives and their <br />associated water uses. An evaluation of impacts on the water <br /> <br /> <br />quality of surface and ground waters as a result of imple- <br /> <br /> <br />mentation of each alternative will include an analysis of the <br /> <br /> <br />extent to which water quality degradation might be avoided or <br /> <br /> <br />mitigated. The extent of each alternative's impacts on fish <br /> <br /> <br />and wildlife and the avoidance or mitigation of these impacts <br /> <br /> <br />will be considered. An analysis of the impacts of an <br /> <br /> <br />alternative on recreational activities will include how a <br /> <br /> <br />reduction in recreational opportunities might be avoided or <br /> <br /> <br />mitigated if the alternative is implemented. In assessing the <br /> <br /> <br />feasibility of the various types of mitigation measures, the <br /> <br /> <br />costs of mitigation will be compared to the expected benefits <br /> <br /> <br />to be gained. Analyses of environmental impacts shall apply to <br /> <br /> <br />only such impacts as may be experienced within that part of the <br /> <br /> <br />South Platte River basin which is located within the State of <br /> <br /> <br />Colorado. <br /> <br /> <br />Table 2 lists the criteria which will be used in <br /> <br /> <br />evaluating the various water resources development <br /> <br />-6- <br />
