Several methods have been proposed <br /> <br /> <br />to select criteria. However, none has been extensively applied <br /> <br /> <br />to regional water resources planning. <br /> <br /> <br />The selection of an appropriate set of criteria to measure <br /> <br /> <br />the impacts (that is, costs and benefits) of water resources <br /> <br /> <br />development alternatives normally is based upon a combination <br /> <br /> <br />of given assumptions, judgment and experience. If important <br /> <br /> <br />criteria have not been included, the adequacy and acceptability <br /> <br /> <br />of the evaluation based upon these selected criteria may be <br /> <br /> <br />questioned. On the other hand, inclusion of too many criteria <br /> <br /> <br />may complicate the whole alternative evaluation procedure. <br /> <br /> <br />Hence, the number and composition of criteria included in the <br /> <br /> <br />evaluation process warrant considerable thought. <br /> <br /> <br />An important feature to consider in selecting criteria to <br /> <br /> <br />measure impacts is that both monetary and non-monetary <br /> <br />-5- <br />
