Board will be responsible for the citizen participation

program. Woodward-Clyde Consultants will play an active role

in the program's activities by attendance and participation at

public meetings, and by preparation of suitable visual aids

(excluding 35 mm slides and movies) for these public meetings.

Study Ob'jective

The objective of the study is to identify, investigate and

evaluate, at a reconnaissance-level of detail, the alternative

uses and combinations of uses to which, and various means by

which, the State of Colorado can beneficially consume

additional surface waters of the South Platte River basin to

which it is entitled.

Study Area

The geographic area of the study shall include the natural

drainage basin of the South Platte River in Colorado and the

water naturally arising therein. The study will examine water

resources development alternatives at and downstream from the

confluence of the North Fork of the South Platte River and the

South Platte River, (Figure 1). For purposes of hydrologic

analyses, the upstream node point will be taken as the South

Platte River at South Platte, Colorado (drainage area of

2,579 square miles), and the downstream node point will be

taken as the South Platte River at Julesburg, Colorado

(drainage area of 23,138 square miles) (Table 1). These

correspond to the locations of U.S. Geological Survey gaging

-2-
