<br />PLAN OF STUDY <br />SOUTH PLATTE RIVER BASIN ASSESSMENT <br />COLORADO <br /> <br />INTRODUCTION <br /> <br />The State of Colorado is entitled to beneficially consume <br /> <br />a certain quantity of surface water from the South Platte River <br /> <br />basin under terms of the South Platte River Compact. At <br /> <br />present, average annual water consumption is less than the <br /> <br />State's entitlement. Both public and private interests have <br /> <br />been and continue to be ~nterested in developing these <br /> <br />remaining waters for beneficial consumptive use in Colorado. <br /> <br />Woodward-Clyde Consultants has been retained by the <br /> <br />Colorado Water Conservation Board to assist them in the <br /> <br />formulation and evaluation of alternative plans for fully <br /> <br />developing the State of Colorado's entitlement to water within <br /> <br />the South Platte River basin. This reconnaissance-level study <br /> <br />will use existing information from available data and technical <br /> <br />reports to define and assess alternative development plans for <br /> <br />Colorado's share of the waters of the South Platte River <br /> <br />basin. This report is a plan of study (POS) outlining the work <br /> <br />activities to be performed by Woodward-Clyde Consultants. <br /> <br />Within the scope of this study, a citizen's participation <br /> <br />program is to be instituted to assist in assessing development <br /> <br />alternatives, to give opinions as to water use preferences, and <br /> <br />to seek agreement as to the water management issues addressed <br /> <br />in the study.
