<br />assumptions, the methodologies employed, and the results of the <br /> <br /> <br />analyses. Particular emphasis will be placed on documentation <br /> <br /> <br />of the following: (1) specific goals to be attained, (2) <br /> <br /> <br />essential requirements of those goals, along with associated <br /> <br /> <br />assumptions, (3) the alternatives' capabilities and associated <br /> <br /> <br />assumptions, (4) costs and associated assumptions, <br /> <br /> <br />(5) evaluation and associated assumptions, and (6) results, <br /> <br /> <br />limitations and sensitivity. <br /> <br /> <br />The general philosophy for the study is that the most <br /> <br /> <br />valuable and significant evaluations are generally those that <br /> <br /> <br />indicate the non-obvious or non-intuitive conclusions. These <br /> <br /> <br />evaluations, if they are to have a high probability of <br /> <br /> <br />acceptance, must be documented in such a manner that the entire <br /> <br /> <br />evaluation process can be clearly followed. No judicious water <br /> <br /> <br />resources manager or planner can be expected to endorse a <br /> <br /> <br />result whose rationale and derivation he cannot fully <br /> <br /> <br />understand. <br /> <br /> <br />Three study products will result from the study investiga- <br /> <br /> <br />tions. An interim report will be provided which documents the <br /> <br /> <br />results of the preliminary analysis of alternatives (Task III) <br /> <br /> <br />and preliminary evaluation and comparison of impacts <br /> <br /> <br />(Task IV). At the conclusion of the study, a final report also <br /> <br /> <br />will be prepared, documenting the results of the detailed <br /> <br /> <br />evaluation of selected alternatives (Task V).
